The overcontrol lever is arranged on the third hinged part in conjunction with the pawl lever and is configured to restrict the pawl lever through the hinged part. The overcontrol connecting rod is hinged to the overcontrol rod through the first protruding and is coupled to the outer rod through the second protruding, and the control part is configured to limit the operation of the overcontrol rod.
